Abu Dhabi Airport Terminal 3 is a ghost terminal?

Our hotel in Abu Dhabi was close to terminal 3. Surprisingly never saw any people or vehicle near the terminal, both during the day and night. Looks like it is not in use.

Watch this video. Tried finding more on net, but no concrete information available. Assume it is not operational yet or might be used very occasionally for private planes
